Joan Howard of Liberty, NY passed away peacefully on December 31, 2021, after a long illness. Born in Amsterdam, NY, Joan was a resident of Sullivan County for more than 40 years.

She is survived by sister Ann Howard, Rochester NY; brothers Harry Howard, Marcellus, NY and John Howard, Delanson, NY; as well as nephew Noah Howard, niece Jennie Howard, niece Kathryn Copeland, nephew Michael Birkby, great-nephew Daniel Copeland and great-niece Hannah Copeland; and many friends and former colleagues.

Joan was a dedicated and tireless public servant, having served for many years in public service roles in Sullivan and Orange Counties.
