Public Notice – Intent to File an Application with USDA, Rural Development, Rural Utilities Service
The Village of Woodridge intends to file an application for funding consideration with the USDA, Rural Development.
The Village of Woodridge owns a Wastewater Treatment Plant (WWTP) (SPDES Permit Number NY0272817) which provides wastewater treatment services to 747 full time residents through 700 service connections. The Village experiences a large population influx during the summer months of up to 4,000 additional residents. As a result, the existing capacity of the Village plant is routinely exceeded.
The Village Wastewater Treatment Plant was originally constructed in 2011 as a 0.8 million gallon per day (MGD) WWTP. The WWTP is an activated sludge, Sequencing Batch Reactor Plant which includes preliminary, secondary, and tertiary treatment, post equalization, disinfection, post aeration, solids digestion, and sludge dewatering. In the last three years, the facility has exceeded their permitted monthly average flow (3 exceedances), Ammonia (16 exceedances), biochemical oxygen demand (11 exceedances), and total phosphorus (2 exceedances). The Village needs to increase the capacity their WWTP to bring the facility back into compliance with its SPDES Permit.
The Village proposes expansion of their existing Sequencing Batch Reactors, Cloth Disc Filters, UV Disinfection, and Post Aeration Processes. Including chemical and pump replacements and repairs. The estimated opinion of probable cost is $8,000,000. The Village is requesting funds from the USDA Rural Development for the total cost of the proposed project.
