Public Notice – Intent to File an Application with USDA, Rural Development, Rural Utilities Service
The Village of Woodridge intends to file an application for funding consideration with the USDA, Rural Development.
The Village of Woodridge owns a public water system (PWSID: NY5203348) which provides drinking water to 747 full time residents through 700 service connections. The Village experiences a large population influx during the summer months of up to 4,000 additional residents, adding stress to the water system.
The Village water system includes three (3) groundwater wells, the East Pond (surface water treated at the Water Treatment Plant (WTP)), a 150,000 gallon storage tank, and distribution piping and appurtenances. The Village water system is in need of improvements to the storage capacity and aspects of the WTP. Currently, the Village does not have enough storage to provide adequate fire flows, posing a serious risk to life and property. A new 585,000 gallon storage tank is proposed to provide the Village with the projected 20-year average daily demand (ADD) plus fire flow. These improvements will bring the Village up to current design standards.
The existing WTP utilizes a four (4) slow sand filter beds and three (3) continuous backwash up flow filtration units. The slow sand filters are approaching the end of their useful life and experience frequent blinding, requiring labor intensive maintenance and reducing filter bed treatment efficiency. Additionally, the upflow filtration units are not working properly. The settling lagoon is not functioning properly causing up to 100,000 gallons per day to discharge into a nearby drainage ditch. The recycle pumps are also not in operation, and the sludge lagoon decant is not being recycled to the head of the plant. These deficiencies account for a large amount of water wasted at the Village WTP.
The estimated opinion of probable construction cost is approximately $7,400,000. The Village is requesting funds from the USDA Rural Development for the total cost of the proposed project.
