Delaware shows strong Report on building permits

HORTONVILLE – Town of Delaware Building Inspector Kris Scullion reported that the Town of Delaware has issued 50 building permits through the end of June.

“We just issued a permit yesterday for a single-family, stick-built home which will cost $900,000,” Scullion told the Town of Delaware Board at its monthly meeting last Wednesday. “We are on par to issue 100 permits for the year.”

Scullion said that would be close to the same number that was issued in 2025.

Reporting on the summer camp, Bnos Rochel, located at the former Valley View House in Kenoza Lake, Scullion told the board that the camp appears to be meeting all the state requirements to be open.

“They have received Health Dept. approval for the kitchen, which cost nearly $1 million,” he said. “And the fence is done and has been installed at the camp [separating the camp from a neighbor’s property].”

Scullion also said the camp, which has nearly 200 kids in residence, appears to be following the necessary regulations for its sewer system, which was inspected by the New York State DEC.

 

Highway Report

Highway Superintendent Chris Hermann reported, “All paving is done, and expenses have been submitted for CHIPs [Consolidated Local Street and Highway Improvement Program] money.

“We will be continuing to work on the shoulders on the new roads, do some mowing, will be replacing drainage pipes on River Rd. and recently painted a truck,” Hermann reported.

 

Supervisor’s Report

Supervisor Scott DuBois said he expected the town would receive the CHIPs money sometime in August.

DuBois also updated the board on several change orders for the water project. The board, which held a public hearing on Local Law 1 of 2026, adopted the law, which amended a section of the law regarding the water district, according to NYS DEC recommendations.

DuBois and the board also set another public hearing for August 12 at 5:55 p.m., which will present the mandated updates to the Dog Licensing Law.

“When registering your dog with the town, there will now be a place where owners can make a voluntary donation to a shelter, either municipal or a contract shelter,” Town Attorney Ken Klein said. “It’s completely volunteer but must be on the new applications according to the law.”

DuBois also updated the board on a meeting he attended on July 8 with NYSEG representative

“We had four or five towns present and NYSEG discussed power supply and substations,” DuBois said. “They [NYSEG representatives] also said that the state had approved a temporary one-year rate increase but that the decision was being sent back to the negotiating table.”
