BETHEL – Sullivan County Communications Director Dan Hust said the New York State Department of Transportation (NYSDOT) is replacing a large culvert in Bethel on state highway NY-17B. The culvert replacement will temporarily slow down traffic on a straight away section of 17B with a two-way traffic light.
