Liberty Town Board declines permit fee waiver

LIBERTY – Permit fees, code enforcement and the importance of public participation dominated discussion during the Liberty Town Board’s July 20th meeting, where officials voted against waiving permit renewal fees for a local development and heard passionate comments from residents regarding public participation.

One of the evening’s most discussed agenda items was the decision on Fast Build. Previously, Fast Build had requested to waive renewal fees because of delays for its Devany Road Development project.

At the last July meeting, the decision was postponed due to the absence of two board members, as the remaining board members wanted the full board present to vote on the decision.

During the current meeting, the board unanimously rejected the request. Board Supervisor, Frank DeMayo, noted the town had not yet cashed the applicant’s renewal fee check but did not believe the fees should be waived.

The decision led to extensive public comment, with several residents arguing that the town should apply its permit requirements consistently. Public participation itself also became a major topic.

Resident Mike Edwards said he appreciated the board’s willingness to hear from the public, but believed remarks made at an earlier meeting could discourage residents from speaking.

He said people “should feel comfortable voicing concerns without fear of being ‘attacked’ or labeled as troublemakers, regardless of differing opinions”.

Supervisor DeMayo responded by reaffirming their commitment to allowing public comment, with it being noted that the town has historically encouraged residents to participate and stating they intend to continue providing that opportunity.

Additional public comments concluded the meeting with concerns about deteriorating roads in certain areas of Liberty and clarification from Swan Lake residents that they support pursuing grant funding for sewer improvements while remaining concerned about the scope and cost of proposed infrastructure projects.
