NEVERSINK — The Neversink Town Board plans to hold a public hearing on September 10 at 7:15 p.m. to consider a possible override of the state’s 2% tax cap, following a recommendation from Town Bookkeeper Patricia Gold at Wednesday night’s meeting.
Gold said the move is precautionary, noting that the board could rescind it if the final budget stays within the cap.
“However, it is definitely a possibility that we do go over,” Gold stated, calling it a proactive measure to avoid last-minute pressure. Town Clerk Staci Conjura recalled that last year the board was “kind of pushing for time” when faced with the same issue.
Councilperson Rick Coombe stressed that the state’s delayed release of healthcare prices, an expense that makes up roughly 25% of the town’s budget, complicates the process.
“If the state can’t provide an accurate price in a timely manner before the town’s budget is due, then we have a problem,” stated Coombe. He added that the numbers last year didn’t arrive until mid-December, weeks after the budget deadline.
“That should be something that should be in the press all the time,” Coombe said. “Your largest expense, you’re not even going to know about until after your budget is due.”
He called it unacceptable for the state to expect municipalities to stay under the cap without providing timely guidance.
Town Supervisor Chris Mathews agreed that Coombe’s points were “well-said,” as Coombe stressed the importance of “turning the spotlight” on the issue.
As for the override, Coombe suggested the board could also wait and call a special meeting if needed, but said he was comfortable moving forward either way.
Councilpersons Scott Grey and Nicole Gorr both voiced that they were on board with the plan.
