PLEASE TAKE NOTICE that the Town Board of the Town of Highland, Sullivan County, New York, will hold a public hearing on Tuesday, July 14, 2026, at 6:30 p.m., at the Town of Highland Senior & Community Center, 725 State Route 55, Eldred, New York 12732, to consider the adoption of Proposed Local Law No. 3 of 2026, entitled:
“A Local Law Authorizing Fingerprint-Based New York State Criminal History Record Checks for Appointment as a Constable of the Town of Highland.”
The purpose of the proposed local law is to authorize the Town of Highland to require fingerprint-based New York State criminal history record background checks for applicants seeking appointment or reappointment as Town Constables. The proposed law is intended to help ensure that individuals appointed as Town Constables meet appropriate standards of character, fitness, and integrity while complying with applicable New York State law governing fingerprint-based criminal history background checks. The proposed law establishes procedures for fingerprint submission, review of criminal history information, confidentiality requirements, and standards for evaluating criminal history records.
A copy of the proposed local law is available for public inspection during regular business hours at the Office of the Town Clerk, Town Hall, 4 Proctor Road, Eldred, New York 12732, and will also be available at the public hearing.
