Rockland looking to set limit on land-use

ROCKLAND — A public hearing on the town of Rockland’s Local Law #2 of 2024 has been set for June 6 at 7 p.m. If approved, a moratorium would be activated, placing a six-month ban on land application approvals of site plans, special use permits, subdivisions or expansions.

The legislation is anticipated to give the town time to reexamine their current Comprehensive Plan, Zoning law, subdivision law and various land use regulations in the face of “significant shifts in development patterns, demographic density and demand for municipal services” over the past 5 to 10 years. According to Town Supervisor Rob Eggleton, the town’s Comprehensive Plan was last updated in 2020.

However, the moratorium shall not apply to any already approved site plan, special use permit, subdivision or expansion, extension, modification or replacement of a non-conforming use, water and or sewer connection. Should the local law be passed, the town will have the ability to have at least two extensions of the moratorium.

“There has been one development in front of the board for several years, which they keep changing. [However] that is not the primary reason for the moratorium,” Eggleton said. “The onset of development pouring into Sullivan County with little or no discretion to the entire area is alarming.”
