NARROWSBURG – The Upper Delaware Council (UDC) will host a public presentation, “Upper Delaware Scenic and Recreational River Geological Overview,” on Thursday, October 1, at 6:30 p.m., at the UDC’s 211 Bridge St., Narrowsburg, NY office and by Zoom.
National Park Service (NPS) Upper Delaware Scenic and Recreational River (UPDE) Natural and Cultural Resource Program Manager Tom Kearns will present recent geologic and soil resource inventory work conducted for UPDE in New York and Pennsylvania.
Kearns will highlight the Geologic and Soil Resources Inventory summary and a geologic map poster, completed in 2025, which synthesize baseline mapping. These documents identify priority technical assistance, inventory, and assessment needs for the next five years. The presentation will address the UPDE park unit’s geologic heritage and key management concerns. Kearns earned a 2004 Bachelor’s Degree in Communication Studies with minors in Anthropology and American Studies from the University of Iowa, then worked as an Archeological Technician at the University’s Office of the State Archeologist and in the private sector, doing field work around the country.
Kearns joined the National Park Service in 2014 at Great Basin National Park in Nevada, where he advanced to the full-time Archeologist position in 2016. His first day of work at the Upper Delaware Scenic and Recreational River was September 9, 2024. At UPDE, he is responsible for leading regulatory reviews, developing work plans and budgets, and supervising staff that includes a Cultural Resources Specialist, Biologist, seasonal Biotechnician and an Ecologist. He also serves as the liaison to the Upper Delaware Council’s Water Use/Resource Management Committee.
The UDC’s monthly business meeting to follow will include reports from the Delaware River Basin Commission, New York State Department of Environmental Conservation, Pennsylvania Department of Conservation and Natural Resources, National Park Service, and UDC Executive Director; discussion of old and new business; and public comments. All UDC meetings held at 211 Bridge St. in Narrowsburg, NY are open to the public.
